Context analysing
In Indonesia two youth hubs have already been established in rural areas by the Empower Youth for Work programme. A youth hub is a place where youth can come together for various activities such as discussions, skills training, campaigning, services, access to finance, testing pilots, creating linkages to universities and markets, and displaying and selling local products that are produced by youth groups in project areas.
Specific support to the start-up of youth-led enterprises will be offered through youth hubs. Existing and new youth groups will be connected to youth hubs to access capacity building services to improve their performance and skills for employment and entrepreneurship.
Together with the Empower Youth for Work project team of Indonesia, a selected team of experts have analysed the context of the current challenges around the existing youth hubs. They have selected three broad topics for solutions on which the Youth Hubs will focus.

Sustainability
One of the main challenges of the two existing youth hubs relates to the questions of how to make the youth hubs sustainable. The youth hubs need to be linked to and carried by the people who benefit from them (e.g. the youth, communities, government). To ensure that the youth hubs can be sustained long after the program period, a business model needs to be developed so the hubs can be financially independent from the project and generate their own income.

Community based eco-tourism
There is a gap in the market around eco-tourism and specifically, there is a lack of community-based hostels in rural areas. Additionally, there is a growing tourist market to be used. The main challenge is to make eco-tourism community based and to ensure the sustainability and benefits for the entire community. The youth hub can provide capacity building on the set up of sustainable community-based hostels with qualified services. Moreover, there is a need of beauty lines including, wellness, skin treatments, massages and cosmetics, which are organically and locally produced. The youth hub can offer a space for focused trainings in creating beauty lines and improving the quality of food products, such as organic farming, which can be used to sell to tourist. This is a new area for the involved youth groups and local partners. How to get access to these markets and get the right permits and services.

Currently, there is a growing demand in the online market for decent, qualified, and organic products, which are produced with local natural materials. The online market in Indonesia is well organised and online selling is increasingly popular and upcoming. One of the main market challenges is a lack of quality products in rural areas, including the packages and taste of the food products, handicrafts and textile. Another challenge includes the distribution and transportation of products as the country consists of many islands. The youth hub can offer linkages to the online market and offer a space for focused trainings by TVETs and universities for rural youth. This can be trainings such as online selling, qualified packaging, and design training for innovations in textile and handicrafts. In this way the youth hub can facilitate the set-up of sustainable, organic production lines linked to the online market by rural youth.
